Meta Customer Lifecycle Strategy is a setting in Meta Sales campaigns that lets you tell Meta a campaign is for acquiring new customers, then exclude people who have already bought from you. On 6 October 2026, Meta said it is now available to all advertisers. Brands Win, a Singapore-based performance marketing agency for consumer brands, explains how to set it up and judge it.

What Meta Customer Lifecycle Strategy is

Customer lifecycle strategy is an ad set setting in Sales objective campaigns that focuses delivery on people who have not bought from you yet.

Meta’s Help Centre page Create a campaign to acquire new customers (undated, checked 9 October 2026) calls it “a tool for Sales objective advertisers who want to acquire new customers”, where Meta “applies specialised treatments to enhance exclusion coverage and maximise reach to new customers”. In the ad set, you choose one of two options:

  • Get conversions from all audiences: for conversions at a lower cost per result.
  • Acquire new customers: for when purchases from people who have never bought from you are worth more to your business. Meta warns this may increase your cost per result, because the audience shrinks to new prospects only.

Social issues, elections or politics campaigns and pharmaceuticals campaigns do not have access. Supplement and wellness brands should check how their own category is treated before planning around it.

What changed on 6 October 2026

Meta opened Customer Lifecycle Strategy to all advertisers at Advertising Week New York.

In its 6 October 2026 announcement, Meta said marketers “can specify that a campaign is for acquisition, and they’ll receive recommendations about excluding existing customers, instead of having to assemble those exclusions from scratch.” Social Media Today (6 October 2026) and PYMNTS (7 October 2026) reported the same update.

Two points to keep in mind. Meta’s recommendations are suggestions only: your brand still chooses which audiences count as existing customers and which to exclude. And the related Help pages still say “This feature may not be available to you yet”, so treat it as rolling out and check your Sales campaign ad set. Meta has made no Singapore-specific announcement, but its Help page lists no country restriction.

Still a test: excluding a single Audience Label

Meta also said it is “testing” ways to exclude “an entire group of existing customers with a single Audience Label”. That is a test, not a live feature, so do not plan your set-up around it.

How to set up Meta Customer Lifecycle Strategy

Define your customers first, then build the campaign. These steps follow Meta’s Help Centre.

  1. Define who your existing customers are. Meta suggests creating custom audiences of existing customers, such as a customer list Custom Audience and a website custom audience based on the purchase event (Create a campaign to acquire new customers).
  2. Set audience segments in Advertising settings. In Ads Manager, go to All tools > Advertising settings > Audience segments and define your Engaged audience and Existing customers. Sources include website, app activity, catalogue, customer list, offline activity and shopping, plus lead forms for existing customers (Create audience segments, checked 9 October 2026). This also enables the new, engaged and existing breakdown in reporting.
  3. Create a Sales campaign. Open the ad set and find Customer lifecycle strategy.
  4. Choose Acquire new customers. Select audiences under Exclude existing customers and, if you want, Also exclude engaged audiences, from the drop-down menu or with Create new.
  5. Use audience labels to keep lists tidy. Meta’s Help says audience labels can help keep custom audiences organised.
  6. Check exactly which audiences are selected before you publish. In a practitioner test, Jon Loomer (4 June 2026) found the exclusions had to be selected manually. Meta now promises recommendations, but the final choice stays with you.

Should you also exclude engaged audiences?

Only if you reach them elsewhere. Excluding people who engaged but did not buy narrows reach further. With separate remarketing, excluding them keeps this ad set on cold prospects; without it, leave them in.

Keep retention separate

Existing customers still matter. Reach them in a separate campaign or channel with its own performance target, so repeat sales are not judged against acquisition costs.

Customer lists and the PDPA

A customer list Custom Audience uses personal data such as emails and phone numbers, so check your consent and notices before you upload.

Meta’s Create a customer list custom audience page asks advertisers to review its terms to ensure they have a legal basis to use what they upload, and About hashing customer information says identifiers are hashed before matching, with hashed data deleted promptly afterwards (both checked 9 October 2026). In Singapore, the PDPA (PDPC overview, last updated 3 November 2023) governs the collection, use, disclosure and care of personal data, and the PDPC’s Guide to Notification (2019) covers telling people how their data will be used and obtaining their consent. Check your privacy notice and consent records with your data protection officer before uploading, and leave out anything Meta treats as prohibited information, such as health information. If you would rather not upload a list, Meta also suggests a website custom audience based on the purchase event to define existing customers. This is general information, not legal advice.

How to judge results: new customer CPA, not blended CPA

Judge an Acquire new customers ad set on what it costs to win a first-time buyer, not on its overall cost per result.

Meta’s own Help page says “CPA may increase as delivery focuses on new customers” and recommends evaluating “new customer metrics (new customer CPA) from your measurement tools, rather than overall campaign CPA alone”. Three habits help:

  • Read the Audience segments breakdown. In Ads Manager, click Breakdown, then choose Audience segments under By demographics, to see results split across new, engaged and existing customers (Use audience segments for breakdown reporting, checked 9 October 2026). It may not be in every account yet.
  • Cross-check with store data. Compare Ads Manager with first-time buyers in Shopify, your POS or marketplace orders. See why platform numbers and sales reports differ.
  • Set one performance target per job. Agree a new customer CPA target for acquisition and a separate target for retention, so neither campaign is judged on the other’s numbers.

When to use it, and when not to

Use it when growth depends on finding new buyers, not on discounts for people who already buy from you.

Good fits for Singapore consumer brands:

  • Launching a new product or range.
  • Entering a new customer segment.
  • Sale periods such as 11.11, 12.12 and year-end, if past sales came mostly from repeat buyers waiting for a discount.
