To sell beauty products on TikTok Shop Singapore, register a seller account, pass TikTok’s beauty category checks, confirm each cosmetic has an HSA notification where required, then build sales with short videos, creators and shop ads. Brands Win, a Singapore-based performance marketing agency for consumer brands, explains each step below, with links to official sources.

Rules checked against TikTok and HSA pages on 4 October 2026. Check the live pages before you launch.

What you need to sell beauty products on TikTok Shop Singapore

You need a verified seller account and the right paperwork for your products.

The TikTok Shop Singapore seller site (2026) says businesses, brands and individual sellers can apply: create an account, verify your identity or business, add a pickup address and a payout bank account, then list products. Seller Center names the documents your seller type needs, so check there, not third-party lists.

For cosmetics, the paperwork usually starts before TikTok. HSA’s notification page (updated April 2026) says notifying a product requires a local entity registered with ACRA and a Corppass account.

Keep the shop, ad account and data in your brand’s name. At Brands Win, clients own their ad accounts and pay the platforms directly.

Is beauty a restricted category on TikTok Shop Singapore?

Yes. TikTok Shop’s Restricted and Unsupported Products Guidelines for Singapore (dated December 2024) list beauty and personal care as a restricted category, so you may need to pass a category approval before listing.

The documents TikTok says it may ask for include images of packing labels, ingredients, batch number, expiry date, warning statements, the notification number and a “valid cosmetic product notification issued by Health Sciences Authority”.

The same page says some beauty products must not be sold at all, including products with medical claims, products containing prohibited ingredients “such as mercury, hydroquinone”, professional-use-only products and second-hand products. Hair loss products are invite-only, and weight management products are unsupported.

HSA cosmetic product notification

HSA’s regulatory overview (updated August 2026) says a cosmetic product notification usually needs to be submitted before you sell a cosmetic product in Singapore.

Its notification page (updated April 2026) adds the detail:

  • Manufacturers and importers must notify their products before supplying them in Singapore.
  • Every variant needs its own notification, such as each lipstick shade or shampoo scent. Different pack sizes of the same product do not.
  • Each notification is valid for one year, and re-notification is required each year.

A notification is not an approval. HSA says its acknowledgement “is not an endorsement of the product as we do not evaluate or approve the cosmetic product for supply in Singapore.” So never claim “HSA approved”.

Claims to keep out of listings and videos

HSA’s overview (2026) says cosmetic advertisements cannot claim to modify a physiological process, such as reversing hair loss, or to prevent or treat a disease. Claims must be substantiated under the Singapore Code of Advertising Practice (SCAP).

ASAS’s SCAP (2008 edition) says factual claims “should be capable of substantiation”. In practice:

  • Use cosmetic wording such as “hydrates” or “visibly smoother”, not medical wording such as “treats acne”.
  • Do not say “clinically proven” unless you hold the study.
  • Treat before-and-after visuals as claims. SCAP says testimonials showing results an average user would not expect should not be used.
  • Apply the same rules to creator videos.

Supplements and health products follow different rules. This is not legal advice: check the current HSA and TikTok rules.

Listings that earn the click

Good listings state the same product facts everywhere.

  • Title: brand, product name, main benefit in cosmetic terms, then size or shade.
  • Images: pack front, back label and a texture shot, plus a short demo video.
  • Details: ingredients, sizes and shade names written exactly as on the pack and your website.
  • Stock and delivery: set honestly. TikTok Shop’s affiliate guidelines tie eligibility to your store rating and seller-fault return rate.

Consistent product facts across TikTok Shop, Shopee and your website also help search engines and AI assistants describe your brand correctly, which is part of our work on SEO and AI search.

Three ways to drive TikTok Shop sales

Three sources work together: your own videos, creators and paid shop ads.

Shoppable videos and LIVE

Short videos with the product tagged do much of the selling: texture close-ups, a quick routine, an honest demo. Write hooks people search for, as our guide on how to make short videos easier to find explains.

LIVE is one option, not a requirement. It suits brands with a confident host and a range that is easy to demo.

Creators and affiliates

TikTok Shop’s Affiliate Marketing guidelines for Singapore (July 2026) describe “a commission-based partnership arrangement between sellers and creators”. Under Open Collaboration, any affiliate creator can apply to promote your products; under Targeted Collaboration, you invite specific creators. Shops must meet store rating, review and return thresholds to qualify.

Vet creators for audience fit, not follower count. Paid and gifted posts must be disclosed under the ASAS Guidelines for Interactive Marketing Communication and Social Media (2016), which name complimentary samples as a connection to disclose. Our influencer and KOL marketing team plans creator work around that. See our guide on how to brief and measure influencer campaigns.

TikTok Shop ads versus in-feed TikTok ads

GMV Max is TikTok’s shop ad campaign type. The TikTok Business Help Center (March 2026) describes it as “an automated ad campaign type that optimizes for total channel ROI for your TikTok Shop”, with Product GMV Max and LIVE GMV Max versions. TikTok’s troubleshooting page (June 2026) lists Singapore among the markets where it is available.

In-feed TikTok ads can instead send people to your website or to WhatsApp. TikTok’s Events API page (April 2025) recommends using the Pixel and Events API together, with deduplication. We set up the Events API and click-to-WhatsApp ads as part of our TikTok ads management.

Measure TikTok Shop alongside your website and Shopee

Judge TikTok Shop against your own order records, not its dashboard alone.

  • Compare Seller Center and Ads Manager figures with your order system weekly.
  • Check whether sales are new or shifted from your website or Shopee.
  • Set one performance target across channels, such as cost per order or margin after ad spend.

Our guide to how to attribute sales across channels explains why the numbers rarely match. For the wider channel decision, see how Shopee and TikTok Shop compare in Southeast Asia.

When to bring in help

Bring in help when approvals, creative supply or measurement slow you down. Look for beauty category know-how, a steady supply of videos and reporting against your order data.

FAQs about selling beauty on TikTok Shop Singapore

Can I sell skincare and cosmetics on TikTok Shop Singapore?

Yes, with conditions. Beauty and personal care is a restricted category in TikTok Shop’s Singapore guidelines, so you may need to pass a category approval and show a valid HSA cosmetic product notification. Products with medical claims, prohibited ingredients or professional-use-only status cannot be sold at all.

Do I need HSA approval to sell cosmetics on TikTok Shop?

No, HSA does not approve cosmetics. Manufacturers and importers submit a notification for every variant before supplying a product, and it is valid for one year. HSA says its acknowledgement is not an endorsement. Check the latest HSA wording before you list.

What are TikTok Shop ads (GMV Max)?

GMV Max is TikTok’s automated campaign type for TikTok Shop, optimising towards total channel return for your shop, according to the TikTok Business Help Center. In-feed ads, by contrast, can send people to your own website or WhatsApp and are tracked with the Pixel and Events API.

Should beauty brands use affiliate creators on TikTok Shop?

Often, yes. Affiliate creators earn a commission on the sales they drive, through open or targeted collaborations set up in Seller Center. Your shop must meet TikTok’s store rating, review and return thresholds to qualify. Choose creators for audience fit and content quality, and make sure paid and gifted posts are disclosed in line with ASAS guidelines.

Do I need to go LIVE to sell on TikTok Shop?

No. LIVE is one option alongside shoppable videos, affiliate creators and shop ads. TikTok’s own seller site names creators, shoppable video and LIVE as ways to reach shoppers. LIVE suits brands with a confident host, a range that is easy to demonstrate and the time to run regular sessions.

Should I sell on TikTok Shop or only on my own website?

They do different jobs. TikTok Shop suits discovery and quick purchases inside the app, while your website holds customer data, repeat orders and your full range. Many brands run both and judge them against one performance target. Our guide to Shopee and TikTok Shop in Southeast Asia covers the platform choice.
